Cookie policy for websites belonging to the City of Łódź

FULFILLMENT OF OBLIGATIONS ARISING FROM ARTICLES 173 AND 174 OF THE ACT OF JULY 16, 2004, TELECOMMUNICATIONS LAW (Journal of Laws No. 171, item 1800, as amended)

This Policy defines the rules for storing and accessing information on a User’s device through Cookies, used to deliver services requested by the User, provided electronically by the City Hall of Łódź.


I. Glossary of Terms

  1. Administrator - means the City Hall of Łódź, ul. Piotrkowska 104, 90-926 Łódź, which provides electronic services and stores and accesses information on the User’s devices.
  2. Cookies - means IT data, especially small text files, saved and stored on devices via which the User uses websites.
  3. Administrator’s Cookies - means Cookies placed by the Administrator, associated with providing electronic services by the Administrator via the Service.
  4. External Cookies - means Cookies placed by the Administrator’s partners, via the website of the Service.
  5. Service - means the website or application under which the Administrator operates the online service.
  6. Device - means an electronic device through which the User accesses the Service.
  7. User - means an entity for whom, in accordance with the Regulations and legal provisions, electronic services may be provided or with whom a contract for the provision of electronic services may be concluded.

II. Types of Cookies Used

  1. The Cookies used by the Administrator are safe for the User’s device. In particular, they do not permit viruses or other unwanted or malicious software to enter the User’s device. These files allow identifying the software used by the User and adjusting the Service individually for each User. Cookies usually contain the domain name from which they originate, their storage time on the Device, and their assigned value.
  2. The Administrator uses two types of Cookies:
    1. Session Cookies: stored on the User’s Device and remain until the browser session ends. The saved information is then permanently removed from the User’s Device memory. Session Cookies do not allow obtaining any personal data or any confidential information from the User’s Device.
    2. Persistent Cookies: stored on the User’s Device and remain until they are deleted. Ending the browser session or switching off the Device does not remove them. Persistent Cookies also do not allow obtaining any personal or confidential information from the User’s Device.
  3. The User has the ability to limit or disable access of Cookies to their Device. If this option is enabled, using the Service will still be possible, except for features which by their nature require Cookies.

III. Purposes for which Cookies are used

  1. The Administrator uses its own Cookies for the following purposes:
    1. Service configuration:
      • adapting the content of the Service’s web pages to the User’s preferences and optimizing the use of the Service;
      • recognizing the User’s Device and its location and appropriately displaying the website, tailored to the individual needs;
      • remembering settings chosen by the User and personalizing the user interface, e.g. selected language or region;
      • remembering history of visited pages within the Service for content recommendation;
      • remembering font size, appearance of the web page, etc.
    2. User authentication in the Service and ensuring the User’s session in the Service:
      • maintaining the User’s session after log in, so that the User does not have to re-enter username and password on every subpage;
      • correct configuration of selected Service functions, including verification of the browser session’s authenticity;
      • optimization and increase of performance of services provided by the Administrator.
    3. Implementation of processes necessary for full functionality of the Service’s web pages.
  • adjusting the content of the Website to the User's preferences and optimizing the use of the Website; in particular, these files allow the basic parameters of the User's Device to be recognized and the website to be displayed accordingly, tailored to the User's individual needs;
    1. Remembering the User’s location:
      • ensuring correct configuration of selected Service functions, in particular delivering information to the User taking into account their location.
    2. Analyses, research, and viewership auditing:
      • creating anonymous statistics which help to understand how Users use the Service’s web pages, which allows improving their structure and content.
    3. Ensuring security and reliability of the Service.
  1. The Administrator uses External Cookies for:
    1. Displaying multimedia content on the Service’s web pages which are fetched from an external web service:
    2. Collecting general and anonymous statistical data via analytical tools:
      • Google Analytics (Google Inc., USA)
    3. Using interactive features to promote the Service through social media networks:
      • X.com - formerly Twitter [cookie administrator: Twitter Inc. based in the USA],
      • Facebook.com [cookie administrator: Facebook Inc. based in the USA or Facebook Ireland based in Ireland],
      • WhatsApp (WhatsApp Ireland Limited).

IV. Options to determine conditions of storage or access by Cookies

  1. The User may at any time change settings related to Cookies, defining conditions for their storage or for access by Cookies to the User’s Device. These changes can be made via the settings of the internet browser or via configuration of the service. Settings may be changed in particular so as to block automatic handling of Cookies in browser settings, or to notify each time Cookies are placed on the User’s device. Detailed information about possibility and methods of handling Cookies is available in the settings of the software (internet browser).
  2. The User may delete Cookies at any time using the functions available in the browser they use.
  3. Restricting the use of Cookies may affect some functionalities available on the Service’s website.
